Construction and renovation
Can you convert a building into a hotel in Spain?

Conversion depends on the building’s permitted use, its condition and your chosen hotel format. Floor area alone does not tell you how many rooms can fit or what work is needed. Check this before buying and commissioning a design.
If you are considering a new build, assess the plot for the specific hotel format too. Compare the options after checking the permitted parameters and full scope of work.
What hotel format suits my project?
A small city hotel and a hotel with a restaurant, swimming pool or conference room require different spaces and building-services solutions.
Before assessing the land or building, establish the intended category and services. It is also important to understand who will operate the hotel and what requirements the operator has for the property.
In the Valencian Community, the classification of hotel establishments is governed by regional rules. The chosen category needs to be considered in the design, and changes affecting classification or capacity require the appropriate formal documentation.
Designing the building first and choosing the category after renovation is a risky sequence: the required spaces may not fit into the completed layout.
How do I check whether hotel use is permitted?
A residential or commercial designation does not by itself establish that a hotel can open in the building. The permissibility of the specific use and the procedure for authorising it need to be checked.
In the city of Valencia, tourist accommodation whose opening is subject to an environmental licence or declaration requires a preliminary informe de compatibilidad urbanística, a planning compatibility report. It confirms the project’s compatibility with current planning and municipal rules.
The assessment must relate to the chosen address and format. Rules for a hotel cannot automatically be replaced by requirements for a tourist apartment.
How many rooms can fit in the building?
The room count follows from the layout and applicable requirements. Space is needed for corridors and evacuation, building services and hotel operations. Accessibility also affects the allocation of space.
Hypothetical example: a buyer plans to put guest rooms on every floor of an old building. An assessment then shows that the chosen project needs changes to the stair core and additional service spaces. The room count falls while the scope of work increases.
Before the transaction, it is advisable to prepare a preliminary layout. This will show how closely the initial idea matches the property’s capabilities.

How do fire safety and accessibility affect the layout?
Safe evacuation, fire protection measures and accessibility are important for a hotel. They can affect the arrangement of rooms, stairs and exits.
In Spain, these matters are addressed, among other provisions, in the Código Técnico de la Edificación: DB-SI for fire safety and DB-SUA for safety in use and accessibility. The specific requirements are determined according to the project and the nature of the work on an existing building.
These decisions should not be postponed until the interior design stage. Implementing them in an existing building may require substantial alterations.
What structural elements and systems need checking?
For a conversion, establish whether the building can accommodate the proposed changes. New bathrooms, equipment and alterations to floors require a technical assessment.
Check separately:
- electricity supply and the possibility of increasing capacity;
- water supply, hot water and drainage;
- ventilation and air conditioning;
- roof condition and protection against moisture;
- sound insulation between rooms and neighbouring premises.
If a restaurant, swimming pool or laundry is planned, include it in the overall assessment. These facilities can change the load on building services and the scope of required consents.

Should I choose a new build or conversion?
Compare the full scope of work for both options. A new build can be designed for the hotel format, but plot preparation and infrastructure connections must also be considered.
Conversion can offer a suitable location and existing utilities. But structural condition, building geometry or protection of particular elements can constrain the layout.
Comparing options by acquisition price alone is not enough. You need an assessment of the cost of bringing the property into operational readiness, including design and paperwork. For conversion, it is important to account for work whose necessity is established through surveys.
What else should I check for a hotel in Valencia?
The city of Valencia and other municipalities in the region may have different conditions for hotel development. For the chosen address, check the current plan, specific restrictions and any building protection status.
If land is being purchased, also assess access and utility connection conditions and, where relevant, flood risk.
It is important to distinguish municipal procedures for work and opening from tourism administration procedures. The regional declaration of commencement and hotel classification does not replace applicable planning, environmental or other permissions.
When should I prepare the documents to open the hotel?
Define the final document set before work starts and assemble it during construction. Installing furniture does not mean the hotel paperwork is complete.
Record who prepares certificates for completed work and building-services installations, who documents changes and who hands the paperwork over to the owner. Agree layout changes before carrying them out.
This helps avoid a situation in which the property is physically ready but opening is delayed by missing confirmations.
How can NEXEVO assess a building for hotel conversion?
NEXEVO can assess the documentary and technical condition of the land or building and coordinate the relevant specialists. The assessment helps establish whether the chosen format is permitted, which restrictions affect the layout and what work needs to be included in the budget.
If the property has already been bought, an assessment helps identify obstacles and the sequence of next steps. Feasibility and timescales depend on the particular project and the assessment results.
